Can blogs be used as a scholarly source?

Blogs are normally written on-the-fly as a quick attempt to release information publicly and to a very broad audience.  They are self-published and not reviewed by experts (peer reviewed). Blogs are often interesting to read as a personal hobby, however, they are no more scholarly than social media posts.  Since anyone can write and post a blog, they are not scholarly sources and are not acceptable for professional or academic writing.
